Public Warning - do not deal with Allan James Piggott

Consumers are warned not to deal with Allan James Piggott, also known as Allan Chisel. Mr Piggot contracts to do unlicensed and uninsured work under various unregistered business names. In many cases the work he does is defective. 

Mr Piggott has recently been seeking concreting, paving and structural landscaping work in the Sydney suburbs of Blacktown, Seven Hills, St Clair, Rooty Hill, Minchinbury, Stanhope Gardens, Chatswood and on the Central Coast. 

NSW Fair Trading Commissioner Rose Webb said Mr Piggott has been offending since 2006. A previous public warning was issued about him in February 2013. 

"Mr Piggot is not and never has been a licensed contractor, yet he continues to enter into contracts to do residential building work," said Ms Webb. 

Mr Piggot is continuing to commit offences despite three prosecutions in 2013, 2015 and 2018. 

"Based on numerous complaints from NSW consumers, we know Mr Piggott demands a large cash deposit from the consumers claiming to require this money to purchase materials for the work. 

After receiving this deposit, Mr Piggott either does no work at all or may o a small amount of the contracted works, then simply abandons the contract and takes the money," Ms Webb said. 

The unregistered business names he's been recently operating under include and are not limited to: 

  • Impeccable Concrete 
  • C.A.P Concrete Services 
  • Allan's Concrete and Paving Service 
  • Allan Piggott Building Services 

All 27 complaints received by Fair Trading since 2006 involve Mr Piggott contracting to do residential building work for which he has abandoned the jobs, leaving incomplete and defective work at consumer's homes. 

Consumers then have to pay other tradespeople to complete the work essentially paying twice. Fair Trading investigations into Mr Piggott are continuing. 

Ms Webb said consumers should only deal with licensed traders. Consumers who are aware of Mr Piggott or any of the above-named entities are urged to contact Fair Trading on 13 32 20, or lodge a written compliant online.
